and how can my graphic card or processor be responsible for explorer hotkeys? 
Most video cards have the hotkeys CTRL+ALT+direction to rotate the screen.
It's a common issue and pretty confusing for someone who doesn't know how to make it rotate back.

Sometimes that can be disabled in the software that came with the video card.
If I ever get around to writing a noobs guide, I'm going to dedicate an entire page to convince them to abandon the default key mappings.

There are workarounds for all the issues they cause, but it's a lot simpler just to use different keys.
