MAME Win7 & ArcadeVGA 3000 screen issue

Hi All,

I am running Windows 7 with an ArcadeVGA on a m29 monitor. I have my res set to 640x480 but when I open a window the window vibrates like crazy, also when I run emulators like KGen the game dows the same also.

How can I get the vibrating/shaking to stop.

Also when I open a window I cannot see the bottom of the screen. I had a program once that if I pressed alt key I could move the screen down etc. Anyone know what it was called?
