Sound stutters - Turbo (Sega 1981)

So I thoughtI'd try Sega's Turbo (1981) and it brings back great memories, but I can't seem to modify the ini settings to get the sound to not stutter.  Is this unusual for this game?  Any suggestions are appreciated.

Launch Turbo right now.  Do NOT press left and right to continue.  Now read the giant yellow prompt that's shown before you can even play the game.

Thanks, and I have to admit I'm a bit embarrassed, with my current set-up I don't see the nag screens, and I never stopped to think that a game as old as Turbo would have any issues running on my POS PC.
