Help with WG 19K4906 with Horizontal Compression

Looking for some help with a cocktail cabinet I just picked up.  When it turns on, I get just a single bright line running horiztonally across the monitor (horizontally when looking at the cabinet from the side the coin door is on).  This is from a recent cocktail pickup of mine.  I am hoping to find a troubleshooting guide for this monitor to walk through and see if I can determine what is wrong.  If you have any ideas or suggestions, please let me know.
