Hantarex Polo 28 vertical shaking

One of my arcade cabs has a monitor problem. The picture seems to "shake" vertically.
Usually the picture just vibrates a little bit, but sometimes it gets worse and the image shakes almost a cm vertically. Because of this, the image is very blurry.
The monitor is a European Hantarex Polo 28 230v.

I'm new to repairing monitors but I’m willing to learn.
I've replaced most of the caps, but because I had a cap kit for the standard Polo 6 caps are not replaced.
The B+ voltage is adjusted and OK. I've also tested with a different remote board, so the potmeters aren't causing the shaking.

Can anyone give me pointers on how to fix the problem?

There a few caps that will cause this.
C130,C166,C157,C159,C160,C137,C144,C139
could be any one of those slightly leaky
