Soft15khz

I have a graphics card that is soft15khz compatable, I install the drivers and the modes.  I also hooked up my gbs-8220 scaler to the graphics card.  I'm using a normal crt monitor and running at 640x480.  I'm pretty sure its giving me a better picture than if I just run mame at 640x480 without the scaler.  Is it scaling up the native resolutions?  I know these parts are normally used for arcade monitors but can they be used for crt/lcd's too?
