I need help controlling a keyboard’s LEDS and Typematic Rate / Delay with Windows XP and later.

I can control keyboards connected to a motherboard's PS2 port using some code I found in MAME.
See attachment for relevant code section. However, this method does not work on a USB keyboard or on a PCI card that has a PS2 port.
