Centipede cocktail monitor issue (G07 Hitachi)

I recently was given an old Atari Centipede cocktail table, that i'm in the process of trying to restore.  I've attached a picture of what the screen displays when the game is turned on.  It basically looks like a lot of scribbly long colored lines that move around the screen a bit, and resemble the color of the levels of the game.  I've tried adjusting all the various video controls inside the machine to no avail. If you push the one or two player buttons the game (which is set to free mode) will start and you can shoot and seemingly move around and you can hear that the game seems to be working.  The table uses a G07 chassis with a "13 Hitachi tube.  I looked around a bit on the internet before posting and i'm hoping the issue could be resolved with a cap kit.  I was curious what you guys thought about it, or if you had any other suggestions. Does anyone think installing a new cap kit would fix this type of problem?  Thanks in advance.
