Trouble Loading Mame Roms

So I recently received a JPAC and MVS2Jamma converter so I can easily convert my Neo Geo 4 slot mvs cab into a mame cabinet and back again without much hassle. I used scrap system parts and installed catalyst, realtek, directx, etc. before putting in my emulators and roms on XP.

When I tried running roms on Mame32(currently the only emulator) the screen turns black and then returns to the desktop. Alternatively, if I try mamep.exe the application screen just turns black briefly and goes back to the desktop. I cleared my nvram folder, cfg, and whatever else I didn't need. I cannot figure this one out. I also tried on the arcade monitor and a regular crt to see if maybe there was an issue with the signal. Also switching between DVI and VGA doesn't make a difference either. Please help?
