G07-CBO - voltage reading on frame after cap kit??

Not sure what happenen, but hoping some of the monitor guru's could advise where to start.

I have a G07-CBO that needed a cap kit installed.  I bought the TwistedQuarter cap kit, and also bought a replacement C904 cap like the one used in one of Bob Roberts' tutorials.(680uf).  Having never done a cap kit before I was preparing for the worst.

I installed all 18-19 capacitors plus a new R908.  I thought I had done everything right, and sorted/worked on each cap in order as the instructions, but must have done something wrong.  The monitor fired up and presented a picture, but when I went to check the B+ voltage as soon as my black MM probe hit the chassis frame it started reading voltage before the red probe got a chance to get to the resistor...??  I quickly shut it down in fear of screwing everything up.

Anyone have any insight on what to look for 1st ??(to save me some time and headaches??)  Any info would certainly be appreciated!!

Is the  frame grounded? It should be. If it is, yer meter is just reading garbage out of the air until the other lead is hooked to something.
