In Australia, low income housing is where you live when you can't afford to buy a house. There is always a shortage, since no one wants to build houses that don't get much rent. A fair bit of it is supplied by the government, or state governments. I think a government corporation (like both our Postal services) Is this what it means in the US?
If it's much the same in the US, Shmokes is right, if it just means cheaper houses that are usually owner-occupied then Dartful is right...
