Pentranic 1131 monitor clicking, no picture

A few days ago I turned on my arcade cabinet only to be greeted with a dark screen and an odd clicking noise coming from the monitor (it was working just fine the night before).  The monitor in question is a 33" Pentranic 1131 (using a CH 228 chassis).  After some quick research, I saw this was a common issue and started at the fuse.  Sure enough it had blown, so I replaced it with the exact same 4A fuse that was in before and started it back up.  While this time the fuse didn't blow, the monitor still had the exact same issue.  My next stop was to check the HOT as well as a few other larger caps, but everything is fine.  Visually inspecting the board, there is no clear issues and actually it looks pretty clean all around.  At this point I am completely out of ideas and don't want to just start pulling off/replacing good components.  Any have any ideas where to go next?
