Ok i have an arcadeVGA card and a 15hz monitor from a D&D machine, will the VGA Breakout cable allow me to hook it up to the VGA card? What special setting does the comp. need to be on (resolution, colors etc.)?  If needed I can give more info....

Yes.

The ArcadeVGA handles most of that for you, you don't need to worry about it too much. 640x288 is the recommended setting for the desktop, but all resolutions up to 1024x768 will work.
