Usually manifests as instability and such.  Eventually, they'll usually just not boot up at all but will keep running until something bad happens or you shut it down.  If they're visibly leaking, you're already pretty far along the "bad caps" track.  They start changing in parameters well before they vent.

That is why i opened up my case and cleaned out my computer was because i was getting alot of blue screens starting around wensday.  My computer was dirty, but im still getting the blue screens every so often after cleaning it out, i think im just gonna bit the bullet and replace my board.

If you have a soldering iron and are interested in such things, you could replace them as s bit of practice in case you ever decide to fix arcade monitors.  The board is toast now and you have no choice but to replace it or fix it, so if you mess up while trying a repair you're only out a few dollars for capacitors.  And you get a little experience to boot.
I would replace the board asap and then try to fix the old one just for kicks.  It could be the future mobo for another mame cab.
