Help With 33" Ducksan VGA monitor to Mame

I'm having quite the dilemma, I recently picked up a time crisis that has a 33" Ducksan VGA Monitor I want to use for my mame showcase cab.  The monitor has a VGA connector so i figured this wouldn't be so hard haha. I'm using this graphics card it has quite a few different res options http://www.newegg.com/Product/Product.aspx?Item=N82E16814150482  I tried 640x480 and had no luck and tried a couple different other options with the same results.  What I get every time is a slightly shaky picture and it appears to be off-sync as it splits the picture into three diff columns.  I have tried soft 15khz but haven't had any luck there either.  I have a feeling im overlooking something very simple and its killing me!  any ideas?  i wish i could find more info on this monitor but haven't had much luck so I'm not exactly sure if it's 15khz or 31...
