Degaussing is effective until reboot

I have an original MK1 cabinet with the original monitor.  It has discoloration on the right  portion of the monitor and I purchased a degausser and can fix it and have it return to a perfect picture.  That perfect picture will stay until I turn off the monitor, then next reboot it comes back.  Could the built in degausser causing a problem or do I need to just replace all the capacitors? I would prefer to avoid the capacitor route because my soldering skills are rudimentary and dont want to risk damaging the hardware.  How much would a tv repairman charge for this?

Does the monitor have it's own degausser?  Some do which would auto-deguass on turn-on which can screw one over if it's not adjusted right.

It does have one built in, i unplugged it. I degaussed it to normal and restarted it and it seems fine.  Doesnt the degauss only activate every thirty minutes or so after last discharge? I did notice before I degaussed it the pink on the right seemed to pulse into a bit larger/smaller

The monitor's integral degauss may be defective or malfunctioning.  Unplug the degauss coil from the main board (best done with everything off since 120V is present in the area), manually degauss with your wand once, and see what happens.  It's fine to run indefinitely with the degauss coil unplugged.

Looks like a little bit is popping back up, nowhere near as bad as it was. I can live with it if its too expensive (meaning new monitor) but would the cap kit have any effect on this?

Chances are that the PTC component has failed.  This essentially controls the degauss-on-startup behavior.  If it's bad, the degauss coil either will always be partially on, won't run at full strength when it's supposed to, will run for a longer/shorter time than it should, etc.  Any of those could cause the behavior you're seeing.  Generally it's easy enough to replace if you can identify your monitor and are willing to swap a component on the board out.
