Hanterex POLO 25" problem Need some Help!

Well I have a 25" type one Hanterex POLO that has a new fly, Hot and  full cap kit . It fires up and has a nice pic but the colors just cannot blend right

I have to turn the flyback brightness control almost all the way down otherwise I get three vert lines on the left of the screen

and when you turn the contrast up, it just horribly bleeds the colors and the brightness pot won't seem to do much.

I've tried degaussing it and still nothing. The color pots all seem to be working fine also. Could this be a Bad RGb chip on the neck board?

The rejuv is reading all RGB guns way good.

I don't know. I'm thinking a bad resistor, IC chip or transistors. HELP!!!
