If both lights on the JPAC are on, then the PC is outputting valid video (or at least the JPAC thinks it is). You may have a fault with the JPAC or your monitor.
As for how to force an output to be enabled, it doesn't sound like you need to do this, but if you do, then it completely varies by what driver, driver version, card, and OS you're running. You'll just have to flounder around until you find the option. It's completely vendor specific.
