PROBLEM SOLVED: Vertical over-lapping picture

I was having a wierd problem with my monitor.  The bottom of the monitor was rolling on to itself.. and I finally figured it out and want to help any one else battling it!

My machine has a Wells Gardner 7000 series monitor (it's a 7191) and the actual board has
a pot on it labelled VR9.  It's a 50hz -> 60hz control knob.  Here's the exact detail of what
it does from the manual:

"This control is used to limit the range of vertical size. This control
is preset at the factory and should not require readjustment
unless the vertical size control or vertical hold control are readjusted
from their original factory settings. In order to set this
control, first adjust the vertical size control so that the picture is
slightly larger than desired. Turn VR9 so that any vertical foldover
which may be present will disappear. If the monitor is to be
operated alternately at more than one vertical frequency, then
perform this adjustment at the higher frequency."

Vertical games have the highest frequency, and hence they folded over on my machine..
I turned it all the way counter clockwise, and all folding is gone.  Vertical games show
full screen, most horizontal games have 0.5" -> 1" black bar top/bottom..

I'm using Windows 98 @ 640x288, and it fully fills the screen.

So at this point, my adjustments are finally done, and the only thing I have to live
with is a small top/bottom black border, but this was expected as documented on
the ArcadeVGA web site (Especially with Neo Geo games).
