WG 19K7203 not starting up

Symptom:  Monitor will not power up.  Was brought in a dead.

I replaced a few capacitors that tested bad with high ESR readings.  Fuses all good, no cracked solder joints.  I followed the hints on the 19K7203 (Rev A) Troubleshooting guide from the WG website.  As far as I can test the diodes and transistors in circuit, they seem okay, and the transformers are not open.

Can anyone offer any ideas on where to start?  I could not find too much information about this monitor/chassis, so any and all help is appreciated.

FWIW this monitor came out of a MsPac/Galaga anniversary cocktail table that was in home use only.

C009 and C013 are the first  things I would check as these are pretty common failures with this monitor.  If that don't work then check your HOT.  There are also some safety caps and diodes in the high voltage section that can cause problems also but I would start with these.
