tinXP 11 + Ultramap = no new maps

When creating or editing maps, I get 'error code 380', and Ultramap crashes. I've gone through this with Andy, and we couldn't figure a solution. Has anyone had any issues with creating/ editing Ultramap maps under tinyXP 11?

It doesn't seem to be a .net thing, as I installed 2.0 and 3.5 and no change in behavior.
