Green Beret PCB: 30Hz vertical referesh on SCART TV?

Green Beret PCB seem to run at 30Hz and I'm afraid this is not some "interlaced" resolution like with Tapper or Popeye, so this TV (50/60Hz) can not really sync to 30Hz vertical refresh. It looks like the screen gets refreshed only half the time - everything is much darker than with any other boards or MAME, poor contrast, washed out colors. Individual Red, Green and Blue is there in some weird looking way, but white is barely visible, almost like dark gray.

Is there any help for this?

Do normally arcade monitors go low to 30Hz or is it just the Green Beret cabinet came with some special monitor?
