Could the linked item be a possible alternative to an ArcadeVGA card from Ultimarc?

VGA to CGA

If so would you still need a GPU or a MOBO with onboard graphics?

all that is a a video converter-its just converts vga down to cga etc
you will still need a video signal-what exactly do wish to achieve

Just looking for a cheaper alternative to an ArcadeVGA card, I take it that it's not then.

you can use use many different cards as long as they can support lower res settings with the soft 15k

To be honest I thought the ArcadeVGA card route was my only choice, but that looks like a nifty peice of software I'll definitely use instead with a JPac.

It's like price-shopping or medical diagnosis...if you don't like it, look for another one. It helps to know what you're looking for...and at....though.

That converter is like a Cadillac... It does everything...
And the price is up there too...
There are cheaper converters out there..
..
An Arcade Game Distributor's parts counter can get you one.
