G07 CBO - 1 problem, now 2 problems

I started off with 2 spare chassis and after 2 Bob Roberts deluxe kits....both with vertical collapse.

But now it looks as if I have High Voltage Shutdown....with or without X701.

Here are the parts I have replaced and still I am screwed, all ideas are welcome.

Cap Kit, both HOT's, Flyback, H coil, both fuses, C511 x401 x401 FR901 R908 R401 R904 R905 R910 R514 R515  R509 R510 R512 R522 x901 x902

The HOT's and fuses are in good shape but the B+1 voltage sits at 165V on both ends and adjustment will not help up or down
