Many gamers seem to be using either MaLa or mamewah for mame arcade gaming and I have narrowed my choice to these two.

Can someone point me to the best download of MaLa and mamewah and also the latest(or best) way to walk me through the simplest setup and tweaking of each for my intended use.

I'm somewhere between genius and knob-head when it comes to computers, and my goal is to have a frontend that lists my chosen arcade games (around 100) mostly from the 1980s and 1990s with screenshots (which I already have) and are easy to locate (possibly searchable by game type) within the FE menu, not just for me, but mostly for complete newbies who play on my setup.

My gaming will be solely mame arcade games with NO NES/PS etc home console stuff, just purely original arcade stuff.

Where are the most favourable downloads of MaLa and MAMEWah and where can I get the best setup instructions?

I've never used MameWah, but I'm happy with Mala.

The best resource is the message board right here on BYOAC.

If you're only using MAME, it's pretty simple to use.
If you're using multiple emulators for arcade games and want them all to show up in one list, it is a pain to set up, but is possible.

For a MAME only setup... You may also want to check out HyperSpin.  It only takes a couple seconds to get MAME up and running on HyperSpin.  Then you can set HyperSpin to launch directly into your Mame game list.  From there you then have the option to add individual game themes and/or a default system theme.  

BTW - We are only 21 images away from having a complete MAME wheel image set.
