configuring mame ini?

Ok, please pardon my ignorance. I usually use mame32, but thats sucks for the cab. So im using mamewah and mame .71. I want to config the ini to stretch the image to fit the screen, auto rotate, ect,ect. But i dont have a mame ini like i did with mame32. I looked in the documentation and it had information about generating a config file but i cant seem to get it to work. I suck at command lines. Could someone please give a real dumied down guide on how to do this or perhaps point me to an online guide. Thanks.

type "mame -cc" to make a mame.ini

OK i tried that and it didnt give me an error but it didnt make a mame.ini eighter. My mame is located in C:\mame\mame.exe so i went to to command prompt and typed "C:\mame\mame.exe -cc" Did i do somthing wrong? Thanks for the help.
