Monitor buzz WG D9200

I have a Wells Gardner D9200 Monitor running at 640 x 480.  When I boot into windows it has a "buzz" sound coming from the monitor.  When I open up a window, the buzz goes away.  I do not get the buzz when running HyperSpin or MAME, I only get it in windows with no windows open.

Any ideas?  I have tried a few refresh rates, 70, 72, 75 and it does it at all of them.  I have a Nvidia 9400GT 1MB card in the machine.  Is there a specific driver I should be using for that monitor?

move it away from the window  ;D

under varying loads, a smps can produce audiable noise .

max crt beam current will be on an all white screen ( high load )
opening the 'puter window changes that beam current.

if this monitor has substantial service time , there may be caps that should be replaced...
