Do I need soft 15khz with 640x480 @ 60hz

I am able to run 640x480 @ 60hz with my 27" CRT TV. Do I need to install soft 15khz? Would it do anything for me?

What video interface are you using? SCART or other?
If SCART - yes, Other - no.
