Winipac keeps showing time out

I got my J pac my arcadeVGA and ever thing works but the keyboard won't work thought the j pac and i can't program anything because Winipac keeps saying time out. I tried to extend the time but it didn't work. anyone know what to do?

Did i also mention that i have a mild retardation. It was plugged into the green ps/2 port instead of the purple  :-\
