jpac plugged in backwards. Is it done?

I recently got all my stuff together and started installing the PC. I didn't see the two sides of the JAMMA harness and plugged the JPAC in backwards. After i started it up and it didn't work i turned it around and re started it. The windows screen came up and everything looked good but after a few minuets the whole screen got messed up. It looks like a meesed up atari game with the lines going across. Did i mess up my JPAC.  Here are some before and after of the screen.

Does the windows display no longer come up or does it show and then go out of sync afterwards.

I have  a old one bought off of Ebay. But the windows screen will come up every time you turn everything off and restart it. It just gets messed up after a few min. I'm also running a ArcadeVGA 3000 card in a Dell Optaplex and it's too big for the case so i have to leave it open. That wouldn't do anything right? What i know for a fact is. The PC works fine, the monitor and everything else in the cab works because i can plug street fighter back in and it's fine. The other thing is, as those line move across the screen in the 2nd pic. The green LED flickers.

What resolution are you using when windows is showing and what program are you running after start up?

When it starts up it's on the lowest res. I never make it to running a program. It goes to the "found new hardware, do you want to install drivers" window and then everything goes bad. The very first time i got it working the screen didn't mess up for 10 to 15 min. and i started to install the ArcadeVGA drivers but it messed up before i could get them installed. I didn't have .net framework so it wouldn't install them.

I'm starting to think the video card is bad

Did you uninstall all previous video drivers before you installed the arcadevga?

Its a computer that has never had drivers or anything on it. I bought a NEW j pac and i'm still havng the same problem. I have tried different wires, different computer, made shure they both had separate power outlets that were 3 prong,I pluged it in the the vga out that the optiplex  comes with and it's the same thing. All tho it runs a few minutes longer thew the Arcadevga before it messes up than the stock vga out. Do i have to cut one of the wires to the JAMMA before i install it? because the problem is definitely between the J pac and the JAMMA harness. I can send you a video of everything if you need it. but i don't know were to go with it now.

Ok the green led go's out and from what i have read this means the frequncy is out of range. I can't install the drivers with out that moniter.

Do i have to install the ArcadeVGA card and drivers before i plug it in to the J pac?

I figured out what was wrong. I plugged everything to my PC threw the DVI port and got this blue screen. Aparentlly the ArcadeVGA card is a defect. Also it did the same lines across my PC monitor that it did on the Street fighter game.
