Picked up a cherry master machine the other day and this is all i get when i fire it up.

   

Is this a monitor issue (13" Electrohome GO7) or an issue with the pcb itself? It does have some corrosion on the edge connector where the video is going out, which I tried to clean but it still had the same results.

Possibly both.  Eliminate the monitor as a problem by hooking another signal up to it.

are those lines moving around or are they static?

They are moving. I don't have anything else to hook up to the monitor at the moment to rule it out.
