Monitor Problem

I have an Atari 720 that was working fine for about 2 years...A year ago i turned it on and the monitor didnt come on...HOWEVER...if i power off the machine, unplug the video cable from the video board, turn on the machine, wait 30 sec, reconnect the video, it comes on and works fine...What could be causing this problem?  Thank You!

I had the capacitors replaced about 3 months ago and it worked for about a week, then same thing...
