How come some multi-page threads let you load "All," and others don't?

On some multi-page BYOAC threads you can click "All" and let it all load, then scroll and see the whole thing.
Other threads make you click through dozens of individual pages.
Just wondering why?

Seems like the option goes away when a thread gets to around 10 pages.  I'm not sure exactly but I remember being able to use that feature on Epyx's Alien Project thread and then one day the option was gone.  I assume this is a bandwidth-limiting option.
