I'm running Windows 98SE and I get a page fault whenever I try to apply a skin. I get a page fault from an OCX that doesn't even seem to come with the program. MAMEWAH works fine when it is skinless.

What OCX? Did you 'install' MAMEWAH or copy from another PC?
It does come with all the required components, so it should work...
