Why does P2 3 (Q) also act as insert coin

I have found that with most games that if I push the Player 2 Button 3 or Q it acts like I put a coin in as well as does the Button 3 feature.  I have checked the MAME settings in the TAB menu and all the coin settings are correct.  I am using a Keywiz and thought that was the problem, but even if I am using a keyboard on my arcade machine it does it as well.  I am running MAME 138 with GameEx and Windows XP SP 3.  Anyone seen this before?  Any ideas?
