Newbie question on pacman slot machine glass repro

Ok, I am new to this forum and have a question.  I have acquired a slot monitor glass for a Pacman slot machine.  The problem is I also bought a Pacman belly glass for the same machine but the supplier could not find it in the warehouse.  I have Photoshop 5.5 in my one Windows XP machine, is this enough software to make a vector file for replicating the belly glass?
