Hantarex Polo Problem [Fixed]

I have a 25" Hantarex Polo with issues. It seems like I may be chasing two problems here. First the screen was completely green. I pulled out the green driver transistor to see if it was the tube or the board. I had nothing so I turned up the screen adjustment on the flyback and got a white screen. I figured I had a blanking problem and a problem with the green video. I can't seem to solve either problem. I checked or replaced: T4 T5 C2 IC1 & T1. I checked everything in the green drive and just can't find anything wrong. I'm not quite sure where to go with this so any help would be greatly appreciated.

check the +12v on the lm1203n,less than 11vdc then start checking the caps around ic105(12 v reg)
make sure your contrast is not fully down and gains on neck card
i guess another chassis has been tested on the crt to prove no problem there or the cab itself

corrupt lm1203 ic, d6..
make sure none of the transitor heatsinks on the neckboard are touching.
pot opens on the neckboard maybe.

I'm recapping it tomorrow. I will check the 12v when I put it back in. Contrast was up. I don't have another chassis. It's not the game itself I pulled it out and have the same problem with my test board on the bench.

I already replaced the LM1203. I already tested the pots and will double check the heatsinks tomorrow.
