problems with direct3d...

I'm currently trying to build a mame cabinet and for it I'm using an HP Pavilion a810n Desktop (AMD Athlon 64 3300+ 2.4Ghz, Inegrated Graphics card, 1 gig RAM). Im going to use two versions of MAME, 0103 and 137.1. 0103 works fine with CPS1, NEOGEO, Namco System 11 games, but 137.1 (Which I plan to use for Namco System 12, CPS2, etc) is very choppy with all games! I believe this is because of me using DirectDraw and not Direct3d which works better. The reason I use DirectDraw is because when ever I use Direct3d, mame just shows a flickering screen showing the rom's specs and I hear the game's audio in the background. Does anybody know what's wrong the CPU? the Graphics card? The Direct3d option works fine on my Dell Dimension (not sure exactly what kind of Dell Dimension).
