Display problem with Nanao MS9.. is it broken?

So I must begin by saying this is my first arcade monitor, so I'm not sure if I did something wrong but...

I just recently picked up an Astro City cabinet and have begun restoring it. It has a MS9-29S inside (as stated by the sticker on the monitor, anyway!) and I tried to hook it up to my jpac tonight for the first time. Set the monitor to 24 khz mode, set the jpac to 24 khz, set windows to display at 512x384 using Soft 15khz... and I get a garbled image with the wrong colors. I tried switching both to 15 khz and setting the resolution to 320x240, and I get the same thing. I don't really know how to describe it, so I took a picture and attached it.

Any clues? Is it busted? Or do I need to adjust one of the pots? Or am I just stupid? I didn't want to go messing with something randomly and break it if it's not already broken.

either you have wired up the signal wrong or the monitor is set to 15khz

I tried switching it over to 15 on the monitor and got the same result, so I suspect it's the j-pac or computer at fault... of course, a new problem has developed and I'm unable to see anything at all now. The monitor powers on (I can hear it) but nothing shows up.. I guess I'll grab a cheap JAMMA game and see if I can get it to show up before I blame the monitor.

Just to see if it was the j-pac (or for that matter the JAMMA connector) I put the computer in the proper display mode (j-pac said it was okay, at 320x240) then made a cable to connect straight from VGA to the monitor's R/G/B/Sync/GND... and, no picture. My cable was of makeshift quality so I can't say for sure it wasn't the cable, but I'm getting a little concerned.

I got (garbled) picture twice before, but now I can't get it at all. The monitor IS powering on, but nothing is showing up.

Alright, now that it's dark, I tried to see if it's emitting any light at all. There's no glow in the neck of the tube and no light coming out of the screen. However, it responds to degauss and there's a distinct "monitor clicking on" sound when I turn it on, then later a few moments after I kill power it clicks out. Did I watch it die earlier when I was getting video? Or is something more sinister afoot?

Also, this is bugging me, my power supply's LED blinks constantly and there's a clicking noise coming from it. Is that normal? It's supposed to be a working PSU but that doesn't seem like normal behavior to me.

Never mind! I got it working! Hooray! I did some more frantic searching and found reference to turning up the screen knob to see if you get blank raster... and I actually found it was ALL THE WAY DOWN. So I turned it up a bit, and bam, screen. Now, I just have to adjust it to not be this horrible shape.

Still curious about the power supply thing, though.
