Wow I'm glad to be a part of this forum.  I see and work on alot of monitors every week.  Some I get stucks on and I feel I can bounce my problems off other experts.  

I got high voltage but no glow on the neck.. Any advice on where to check.  I also have a bestech like this too..
And I don't see much information about them.

check for voltage on the neck board going to the heater. if there is voltage, i'd suspect the tube is toast.

sometimes it can take a while before the heater gets hot enough, i'd give it a few to see if it warms up.
