Is my control panel too small?

I got a free cab from my buddies dad that used to be I think a Galaga cab. I had to build a new control panel because the old one was trashed. Right now my dimensions are 28"x9". I am going with the 7 button arched layout.
Now for the question, the lowest left button on the 7 button layout is 1"1/2 from the bottom edge of the panel. If I were to ditch the 7 button layout the buttons would be three inches from the edge. Is it too close to the edge?
I was trying to keep it close to the original so I wouldn't have a problem getting it in the house. I went to a local arcade and most of the fighting cabs I found were the same depth as mine.

What do you think?

Ad an image of your layout otherwise we can't see what you mean. Don't you have space to move everything up to keep the 7 buttons but gain some space to rest your hand palms?

I only had a 25 (or so) inch width, maybe 10 inch depth and I fit a 3" Trackball, spinner and two player/6 button set-up. It was housed in a Centipede replica (see my sig).  I had no problem with it. If you don't have a trackball, then you'll have more than enough space.

I think even SFII was only somewhere between 24-26" wide IIRC.
