Some helpful criticism, to me it looks a little odd to have a semi-modern game like Metal Slug characters overlayed on a 1979 pacman background...

Yep, that's where I got them. Actually i just got the one picture and them "Cut" the characters out of that.

My design is still a work in progress. I am going to add more pipes to connect the characters.
I need to work on each window that the characters are in.

Can somebody send me the following saved down to Illustrator version 8.0
Dragon's lair character
Pacman and Inky characters
They are on the arcade library site.

Also, does anyone have the graphics for the Galaga ship and Bald Bull from Punchout? (Also in Ill 8.0)

I am going to vectorize a picture of Bald Bull.

1)  I was thinking about adding in the rest of his gloves and body so his image is only "cut off" at the base.

2) Should I create it  in the current "Block/Bitmap" mode or vectorize with smooth lines?

I did not  find him in the vector library and I want to do it "RIGHT" the first time...

What does everyone think?

Looks good.  I like the background with the manufacturers logos.  That looks really cool.  One little thing.  I think you should be consistent with the piping.  You have a pipe running between bill bull and pac-man but none of the other characters are linked.  They all just come off of the central logo.  I think you should get rid of that one pipe between pac man and bill bull leaving all the characters with one pipe running from the central logo.  Other than that, it looks real good.

Thanks for the feedback!

The pipes were the last things that I worked on.
I was not sure where to put them, or how many...
I should remove that one I guess.

I kinda like the background also, I tried different colors until it just looked right. I just hope it doesn't look too cluttered or busy.
The whole thing was blue and very dark, until I added the red frames around the characters. I noticed they all has some red in them.

The color is great.  You may be hard pressed to get it to print exactly right though.  Blue is the hardest color to match screen to print.  It glows beautifully onscreen but gets muddy on paper.  When you get it printed get some test prints or do some yourself to make sure you like it.  I like the red borders.  They really give a good contrast to the background and connect to the characters.

Very cool marquee, but kill already has my marquee. I don't know if he  has printed it yet though.
