I guess this would also pertain to all capcom fighters...

I have the Tankstick and have a question about the button layout... are the top 3 button kicks (weak/med/hard) while the bottom row punches?  Is this the proper layout?

depends on where you played, heh

traditionally the punches are on top of the kicks (going by Capcom's CPOs) Good news is you can change the buttons in MAME if you want.
If you're replying to a troll you are part of the problem.

Not exactly, they are all 6 button but they do have some differences, some times they have only 2 levels of kick and punch, and 2 assists, I think tvc is different  and mvc3 is different again.
