Need Help With Ultimarc ArcadeVGA Video Card Install - AGP

I have:
Windows XP SP2
Arcade Monitor (Wells Gardner - Standard Res)
Motherboard: ASRock GE Pro-M
Controller: X-Arcade Tankstick

Ok, I've attempted the 7000 series card with my setup.  It caused so many problems the video card damaged my hard drive and I had to 1) buy a new hard drive, 2) reinstall OS and MAME gaming files, 3) so I decided to try 9200 series card.   With the 7000 series card it would not load past the system32 MUPS file in safe mode.  It would hang at the Windows XP loading screen. 
Upgrade to the new 9200 series ATI card.  All that happens when I installed card is it hangs.  I've attempted safe mode and just booting.  Safe mode hangs on a system32 file right after MUPS file.  When just letting attempt to boot it hangs at the Windows XP loading screen. 

Why am I having this problem??  OS or hardware related??

Its not possible for a video card to damage the hard drive.

Maybe the motherboard does not fully support AGP 8X, so if there are settings in the BIOS you could try slowing it down to 4X, or try other AGP settings.

Some older motherboards needed an AGP slot driver, make sure this is installed along with any other motherboard-specific drivers.

Everything is working fine now after installing Andy's 9200 series card.  It took 3 reboots to get by the Windows XP loading screen.  I also encountered my DDR (PC2700) not working for whatever reason with this video card (worked fine with PC Monitor and Onboard VGA) so I reverted back to my PC2100 cards and everything is good.
