Universal volume control?

hello all,

I'm looking for a good program to use that allows universal volume control across any open applications. Ideally it would have customizable input.

I would like something for my upcoming cab (see project capcom in the project announcements) as my amp is not quickly accessible.

It uses a spinner/trackball/button on your control panel to control the windows volume, which would be universal across all applications.
