Paperboy Restoration - Maybe

I picked up a Paperboy cabinet that is in pretty good shape for $100 ;D. It powers up, but all I can get is junk on the screen (pixels, no sound). I am assuming it is a bad board. I have looked into new boards, but the sellers usually want about $100 - $200 and I understand that is what the market supports, but I was trying to do this as inexpensively as possible. I have an old laptop and a tower. Would it be less expensive to convert it to a single game mame cabinet? I mean, I am sure there are a few other games that are played with a handle bar and a single button, but that would just be a bonus.  I have had this thing for almost a year and I have done nothing with it. :'( Any thoughts from the community?

If you have to buy a
PC
ArcadeVGA
J-Pac
Then no, it will be more expensive and you will spend a lot more time. Plus the real board will play %100 correct.

There are alternatives to Arcadevga and j-pac, but then you are just looking at more time hacking stuff.
