Punch Out!! problem, Need Help.

Hi, I'm new to the forums and  semi-new to arcades.  I need help identifying a problem I have with my new punch out!! arcade.  My problem can be seen here:

It doesn't play any sounds and the screen does not change.  Any help on getting this fixed would be greatly appreciated.   Thanks,

At the very least, you have some kind of board fault.   Start by metering voltages with a multimeter.
