Neotec Nt-2701 w/ Pics

I have a Neotec NT-2701. I have attached links to pictures to show preoblem & monitor chassis. I have done about everything possible to fix this usual easy error which is Vertical deflection (Horizontal line in the middle).  Here is what's been done on this chassis:

Complete capkit
"Chicklet Cap kit" - C419 - C421 - C423 & C450
IC301 has been changed twice
Tried another control board from a working chassis
Tried another set up with another yoke and problem still there.

Is there anything else I could look at? If there's any other information I did not share and it's needed please do let me know. As always thanks for all the help guys..
