They make a set amount and open up the preorder.  I don't think they are intentionally matching it up to the preorder numbers but they pretty much always sell out via preorder.  If you contact them directly sometimes they have seconds after a product is shipped and gone.  I've seen the seconds in person and Kevin is obsessive about flaws.  The seconds are still mostly better than NOS.
