Need help identifying arcade games

Hello, all. I'm trying to figure out the identities of some games from my childhood that I played in various arcades in the UK.  A rough time frame would be late eighties, early nineties.

1.  The first was a 2d 1v1 fighting game that seemed like a cheap imitator of Mortal Kombat.  There were fatalities of some sort, and I seem to remember the characters being very plant-like, and I think I remember moves/fatalities involving flowers, vines etc.

2.  This is a side scrolling shoot 'em up, in an urban setting.  The main character, perhaps a cop, would say "Let's party!" at times, possibly at the level start but I'm not sure. I also remember a distinctive 'Ugh!' sound when being shot/hit.

3. A side-scroller game involving two burglars, one being short and fat and the other tall and thin.  I think they had the traditional mask and striped costume get-up.  I seem to remember a level (possibly used in the intro) that showed them in a skyscraper window, taking a zip-line to the next building along.

Sorry for the really brief descriptions, but I only have flashes of memories to go from as I was quite young at the times I played these.  I hope I am not remembering things that did not actually exist!

Does anyone have any ideas of what these games could have been?

To narrow down when these games were in circulation do you know if mortal kombat had been released already (with regards to #1)?

#3 is " 'something' Brothers."  The 'something' begins with a B, I just can't remember the name right now.  It's kind of polygon-y, isn't it?  The brother's bodies are made of rounded shapes?

First one sounds like tattoo assassins. It was a mortal kombat clone that was put out to test but not manufactured.
Second one is 100% E-Swat. In the first level once the main character (a cop) gets out of the cruiser he states "Hey lets party"
Last one could be Bonanza Brothers?

E-Swat must definitely be the second one.  Haha, "Hey, let's party!".  My dad used to keep repeating that, as well as the "urgh" sound.  Isn't nostalgia great?

It's looking about 90% certain that the 3rd one I was thinking of is Bonanza Brothers. The "brothers" in the name is definitely familiar.  I haven't seen the skyscraper/zipline part anywhere though, and that's one of the strongest memories I have of any of these games.  The shapes of the characters look like what I remember, though.

The fighter is a tough one.  I'm pretty sure it was released after Mortal Kombat, which if I'm not mistaken would put it in early to mid 90s. There can't be many MK knockoffs with fatalities, surely?  Perhaps the whole 'plantlife' aspect is a red herring and I'm not remembering it correctly, but for some reason I keep coming back to a fatality move involving thick green vines.

Maybe the MK knockoff was Time Killers... Don't know about the vine part, but the timeframe is right and it had fatalities.

Mortal Kombat games got sissified with "friendships" that let you present flowers.

I never played Bonanza Brothers, but every time I hear about the zip line, I think of Elevator Action.
